CHEERS Certified Rater HVAC Permit Specialist Fast Inspector-Ready Reports Title 24 Compliant

An Inefficient Fan Can Fail Your Entire HVAC Inspection

A modern, high-efficiency A/C system is more than just its outdoor unit. The indoor fan, or air handler, is the heart of your system and can be a major source of energy waste if it's not optimized. That's why California's Title 24 Energy Code includes a mandatory Fan Watt Draw (or Fan Efficacy) test.

Failing this test means failing your inspection, even if your ductwork is sealed and your refrigerant charge is perfect. Our certified HERS Raters provide the official, third-party verification your inspector needs. We accurately measure your fan's performance, document its compliance, and provide the reports you need for permit closure.

What is a Fan Watt Draw Test?

A Fan Watt Draw test is a simple but critical measurement of your HVAC fan's efficiency. The test answers one question: "How much energy (Watts) does your fan use to move a specific amount of air (CFM)?"

To perform the test, we:

  1. Measure the airflow (in CFM) of your system (often done during the Refrigerant Charge test).
  2. Use a true-power digital multimeter to measure the exact electrical power (in Watts) the fan motor is consuming while running.

The result is a performance metric, expressed in Watts per CFM (W/CFM). This number must be below a specific threshold set by the Title 24 energy code to pass. It's the official report card for your fan's efficiency.

When is Fan Efficacy Testing Required in Orange County?

A certified HERS Fan Watt Draw test is a mandatory part of the verification process for nearly all new residential HVAC systems in Orange County:

  • All New HVAC System Installations (Furnaces & Air Handlers).
  • When Replacing an Existing Furnace or Air Handler.
  • As Part of the Complete HVAC System Changeout Verification.

This test is almost always performed as part of a package, along with Duct Leakage Testing and Refrigerant Charge Verification.

Not sure if you need it?

Send your permit scope and ZIP. We’ll confirm required tests and bundle with Duct Leakage Test, Fan Watt, or Blower Door if needed.

The Long-Term Value of an Efficient Fan Motor

Ensuring your fan is efficient does more than just check a box for your permit.

Lower Electricity Bills

Your HVAC fan runs for thousands of hours per year. A modern, efficient fan motor (like an ECM) uses a fraction of the power of older models, saving you significant money on your utility bills.

Quieter Home Comfort

High-efficiency, variable-speed fan motors are typically much quieter than their single-speed counterparts, reducing background noise and improving your home's comfort.

Improved Air Filtration

Efficient motors are better designed for continuous, low-speed operation. This "constant fan" mode allows your HVAC system's air filter to work 24/7, leading to cleaner indoor air.

Your Fan Watt Draw Test Questions Answered

  • What is the "passing" score for a Fan Watt Draw test?

The Title 24 requirement depends on your system type. For example, a gas furnace air handler must operate at ≤ 0.58 W/CFM (Watts per CFM). A fan in a heat pump air handler must meet a stricter ≤ 0.45 W/CFM target. Our HERS Rater will confirm the exact requirement for your specific system.

  • What causes a system to fail this test?

A system typically fails for two reasons: 1) The fan motor itself is an older, inefficient model (known as a PSC motor). 2) The fan is working too hard due to high "static pressure" caused by restrictive ductwork or a very thick, dirty air filter.

  • Is this test done at the same time as other HERS tests?

Yes. We perform the Fan Watt Draw test during the same appointment as the Duct Leakage and Refrigerant Charge tests. The airflow (CFM) reading we take for the refrigerant charge test is the same one we use to calculate the fan efficacy, making the process very efficient.

  • My contractor installed a new system. Won't it pass automatically?

While reputable contractors install compliant equipment, Title 24 requires an independent, third-party HERS Rater (like us) to officially verify and document the fan's performance. This unbiased verification is what the building inspector needs to see.

Ensure Your Entire HVAC System is Compliant

Don't let a simple fan test hold up your final inspection. Our certified HERS Raters provide the fast, accurate verification you need to get your permit approved.

The Final Piece of Your HVAC Permit

The Fan Watt Draw test is the crucial third step in a full HVAC verification. It's almost always required alongside the Duct Leakage Test and Refrigerant Charge & Airflow Verification.
